Managing Civil-Military Cooperation

From a management perspective, this article presents a process model to analyze cooperation between military and civilian actors in peace support operations. By means of multiple case study research, the article applies the model to eight partnerships between the Dutch Provincial Reconstruction Team and civilian actors (nongovernmental organizations, district governors, local constructors) in Baghlan, Afghanistan. These partnerships include explosives removal, power plant construction and police training courses. The article shows that civil-military cooperation processes follow six successive steps: decision to cooperate, partner selection, design, implementation, transfer of tasks and responsibilities, and evaluation. It is concluded that there is a lack of unambiguous and useful military guidelines regarding civil-military cooperation; the military are often unaware of other actors operating in the area and their programs, cooperation is frequently supply-based rather than demand-driven, and many military personnel involved in civil-military cooperation have little experience with and training in the subject. The long years of close and fruitful cooperation between the USSR and Egypt in various fields, which peaked out in the 1950s-1970s, might have formed a foundation for its further expansion also in the 21st century. Civil-Military Cooperation in Disaster Management
During Jakarta flood from 2013 to 2015, emergency response optimized roles of military and civil. Civil-military coordination is a mechanism in disaster management in term of accelerating response and minimizing number of victim and damage as well. The aim of this study is to analyze and describe the system of coordination and civil-military cooperation in emergency response Jakarta flood from 2013 to 2015 and find optimal form of cooperation and coordination emergency response of civil-military in the Jakarta flood 2013. This qualitative research is a descriptive research with data collection techniques is literature review and in-depth interviews. The results showed that the civil-military coordination in the flood disaster can be run either although the difference between commando and grammar used in the civil-military provide constraints in emergency operations.
